Lumen Flats Knoxville
Lumen Flats Knoxville is dedicated to providing stable housing and wraparound support services for young adults aging out of the foster care system in Tennessee. In partnership with the local housing authority and the Tennessee Department of Children’s Services, the program will house individuals ages 18–24 for up to 36 months while offering mentorship, case management, mental health care, and educational resources. Lumen Flats Knoxville is Elmington’s first property designated specifically for the Foster Youth to Independence (FYI) program, and it represents the beginning of a broader statewide initiative.
The property features 19 efficiency units, with 18 supported by FYI vouchers that fully cover rent, and one reserved for an on-site manager. The FYI program is designed to help young adults transition into self-sufficiency by the end of the three-year housing period. By combining safe, affordable housing with targeted programming, Lumen Flats Knoxville seeks to empower residents to build independent, stable, and hopeful futures.
